Brick & Story, supported by Energy Shrink, provided engagement strategy and implementation services to inform DC Department of Energy and Environment’s (DOEE) Comprehensive Climate Action Plan (CCAP). This project was supported by a Climate Pollution Reduction Grant (CPRG) and is meant to ensure that local communities meaningfully benefit from DC’s plans around clean energy and climate change. This phase of engagement, which follows the previous development of a Priority Climate Action Plan (PCAP) in 2024, focused primarily on residential electrification. We gathered extensive feedback from residents and stakeholders through a variety of engagement methods and tools including focus groups, interviews, conversations with key stakeholders, and a survey distributed online and at pop-up events.

The goal of this project was to learn about resident experiences with, concerns around, and perceptions of electrification so that the District can better educate, expand, and support residential electrification in line with its climate goals. Most of our engagement centered on DC homeowners but we also sought the perspectives of multifamily property owners and renters to more fully understand the range of perspectives and obstacles across the District. This feedback can directly inform future messaging, educational resources, program design, and policy.
